Dear Serhiy Mykolayovych!

 

The Transcarpathian Hungarian Pedagogical Association (THPA) together with the headmasters of the general secondary schools with Hungarian language of instruction consider the distribution of hours for language and literature in accordance with the state standard of basic primary education, approved by the Resolution No. 87 of the Cabinet of Ministers of Ukraine on 21 February, 2018, discriminatory. According to this standard, the number of hours for studying Ukrainian language and literature for grades 3-4 is 6 hours per week, and only 5 hours per week are provided for studying the language and literature of the indigenous people or national minorities, i.e. in our case Hungarian language and literature, as well as a foreign language. This makes it impossible to study the state language and the native languages ​​and literatures, and foreign languages ​​at the appropriate level and in accordance with the standards. It is important to note that the Standard Educational Program for grades 3-4, approved by of the Ministry of Education of Ukraine in Resolution No. 1273 on 08.10.2019, does not regulate the distribution of hours in the case of educational institutions with the language of instruction of indigenous peoples and national minorities.

The THPA requests to review the distribution of language and literature classes and to allow Hungarian-language schools to decide on the distribution of the number hours in the language and literature field, in accordance with the general principles of class distribution for relevant subjects (eg. 5 hours for Ukrainian language and literature (see Typical curriculum for grades 3-4 of primary schools with Ukrainian language of instruction in the version of the educational program by Shiyan R.B.), 5 hours for Hungarian language and literature and 2 hours for a foreign language using the hours of the variable component). At the same time, we also want to draw your attention to the fact that 6 hours for the study of Ukrainian language and literature in relation to the total number of hours in the 3rd grade exceeds 20%, i.e. the percentage allowed by the law.
